Radioactive Materials are
dangerous goods according to international and national regulations. Therefore
transports of dangerous goods are allowed only when they are compliant with
dangerous goods regulations and safety provisions.
To allow compliance with all regulatory requirements involved in a transport of
dangerous goods PSI has set up a quality assurance (QA) programme (compulsory by
Swiss Radiation Protection Ordinance and by numerous dangerous goods regulations) for
the transport of radioactive materials and it is therefore necessary to follow
its procedures.
This QA programme has got the acknowledgement of the competent authorities and
is as such basis for the compulsory licences for handling of radioactive
substances/materials at PSI.
If you want to initiate a transport, no matter whether it is a consignment or a
receipt, your function will be that of a PSI internal orderer according to the
language convention used in the quality assurance programme for the transport of
radioactive materials. As such you have amongst others to give reliable
information about the properties of the radioactive goods to be sent from PSI or
to come to PSI.
PSI has appointed and authorised associated transport officers to ensure
compliance with national and international regulatory requirements involved in
the transport of radioactive materials and to give clearance for execution of a
given transport process. Within your organisational unit the associated
transport officer will be your contact person and liaison officer to other
services of PSI and to carriers.
The following functions associated with transports of radioactive materials are
defined at PSI:
• orderer
• transport officer (clearance for execution, clearance
for carriage)
• transport coordinator (clearance for initiation)
• radiation protection officer (SU-clearance)
Process independent controlling:
• PSI safety delegate
• PSI officer for the prevention of the risks inherent in
the carriage of dangerous goods
• PSI safeguard manager
(Their duties and tasks are identified in the process instruction VART01.)
